Direct activities related to organization and implementation of the University's development strategy in all aspects; orient to develop training programs to meet social needs; make annual recruitment and training, directly manage student management, political, security and order affairs

Govern the financial management, usage and exploitation of resources; international Affairs; international cooperation, scientific research and projects; investment in construction and development strategy of the University. 

Units in charge: Department of academic affairs;  Department of Political Affairs and Student Management; Department of Financial and Accounting Affairs; Department of Scientific Affairs - International Relations - Inspections - Legislations; Faculty of Industrial Management; Faculty of Civil Engineering; Faculty of Food Technology - Biotechnology; Center for Foreign Languages ​​- Informatics;  Security and Order, board of Fire and Explosion Prevention; Administration Board of Information System.  

Be in charge of communication activities and be a spokesperson of the University.

Chairman of the Advisory Council of the University.

Participate in solving tasks belonging to responsibilities of Vice Rectors if it is necessary.

Dr. Truong Minh Nhat Quang - Vice Rector

Perform duties as the Permanent Vice Rector, act on behalf of Rector to handle the university's general affairs when the Rector is absent, perform tasks assigned by the Rector.

Directly manage activities related to testing and quality assurance according to the regulations of the Ministry of Education and Training.

Units in charge: Department of Testing and Quality Assurance, Faculty of Information Technology, Faculty of Electrical engineering- Electronics - Telecommunications, Faculty of Mechanical Engineering, Center of Energy- Technology Transfer

Be authorized as an account holder No. 2 to represent to the Rector to transact if necessary.

MSc/ MA. Nguyen Thi Yen Chi - Vice Rector

Directly run activities related to personnel organization, office administration and  control regularly purchasing and repairing affairs
